For anyone interested the issue was in the battery connector the leads were giving me the high resistance. I cleaned them up and have it down to .8 ohms which is still a little high but it works. I think in order to correctly fix it needs a new connector and some upgraded wiring.

Based on the replies I am going to assume no one has used these at all yet. I sent a note to HPI to try and get some specs, I asked for timing rpm etc... They emailed me back and sent the length and width, lol they did not send any of the specs I asked for which is not helpful at all.

If you do them individually just make sure that the series circuit is not completed or you will have a direct short across your two battery terminals.

The current issue with the above circuit is I am seeing a Negative 12 volts on the ACC circuit when the switch is off. My assumption is it is back feeding through the motor controller.
